Analisis Penempatan Pegawai Berdasarkan Kompetensi di Dinas Pengelolaan Jalan dan Jembatan Wilayah Pelayanan I – VI Jawa Barat

Abstract

The implementation of civil servant management, particularly employee placement based on competency needs, has not yet reached its full potential. One of the local government agencies involved in employee placement based on competency is the Department of Public Works and Spatial Planning of West Java Province. The majority of positions within the department are in the technical field. To ensure effectiveness in its implementation, it is crucial to be selective when choosing candidates for placement. In practice, it is evident that both the quantity and quality of human resources in the organization are insufficient. This is mainly due to an imbalance between the available employees and the required number of employees. This research aims to analyze the suitability of employee placement based on competencies, the obstacles in implementing competency-based employee placement, and to provide recommendations for improving employee placement based on competencies. The study employs a quantitative approach with data collection through questionnaires as the primary instrument in gathering field data, involving 45 employees in executive positions responsible for road maintenance within the Technical Implementation Unit of the Public Works Department Regions I - VI of West Java Province. The research results provide recommendations for employee placement based on competencies, developed by analyzing the average scores of each employee, considering educational background and employee competencies. The research findings indicate that the suitability of employee placement based on competencies in the organization falls under the 'suitable' or 'good' category. Nonetheless, there are still instances of highly inappropriate placements, where employee qualifications do not match job requirements.
